A bill has been introduced in Congress that would help preserve funding for community media centers across the country. The bill, jointly introduced by Reps. Steve LaTourette (R-OH) and Tammy Baldwin (D-WI) is H.R. 1746, the Community Access Preservation (CAP) Act. The legislation, if adopted, would restore PEG funding eliminated by Ohio's 2007 state franchising law, allow PEG funding to be used for operating expenses, require that cable operators transmit the PEG channels without charge to the media center. prevent operators from discriminating against PEG channels, and make it clear that any entity that provides video services via facilities in the rights of way is subject to the Cable Act's franchising requirements.
