The Community Programming Board Regional Council of Governments (Waycross Community Media) is looking for an Executive Director to lead the organization into the future. The current ED is retiring after 35+ years of service. See below for a full job description.

The Community Programming Board Regional Council of Governments (CPBRCOG) was created by the City of Forest Park and Village of Greenhills. In addition to these communities, the CPBRCOG serves Springfield Township, Colerain Township, and the Northwest Local Schools by contract. The cable providers for this area are Charter (Spectrum) and Atlafiber (Fioptics). The CPB was established in 1980, and began as a result of cable television franchise agreements. In 2014, the organization transitioned into a Council of Governments.
Doing business as Waycross Community Media, the CPBRCOG provides Government access services to Forest Park, Greenhills, Springfield Township and Colerain Township; Educational Access Services to the Winton Woods City schools and the Northwest Local schools; and Public Access Services. Facilities include an HD Studio, a small HD host operated studio, a HD productions truck, HD portable equipment and a master control providing content to six channels on both cable systems. Waycross has 4 full-time and 1 part time employees. A small reserve fund is in place, however additional revenue generation will be required. Community Media Resources (Friends of Waycross) is a 501(C)3 established to provide support for the organization through fundraising and grants.
Summary Description:
The Executive Director directs the CPBRCOG’s day to day operations, programs, promotion, services, education and training, facilities, administrative, and regulatory functions. The position requires a person with the organizational ability to lead and inspire others, to successfully develop and institute fundraising strategies, and to effectively manage a technology-based community building organization. The Executive Director must be able work in a team environment with the board of trustees, member governments, local school officials, nonprofit groups, volunteers and independent access producers.
Duties and Responsibilities
-Assist the Community Programming Board in developing appropriate policies and take responsibility for their implementation.
-Manage day to day operations of the Waycross Community Media
-Develop fundraising mechanisms – including grant writing – to achieve sustainable funding.
-Develop and implement marketing and promotional efforts designed to:
Increase public awareness and understanding of the community access program and related activities
Maximize support from community constituencies
Build and maintain an effective volunteer base
-Build effective community coalitions.
-Develop long range plans.
-Prepare, propose, implement, and monitor the annual budget. Assist with creation of annual financial statements and bi-annual state audits.
-Complete and furnish reports regarding Waycross activities to the CPB and other persons as directed by the Board.
-Oversee administrative, financial and program operations including:
hiring, supervising, evaluating and terminating staff and complying with applicable labor laws.
Purchasing - research & make or approve all purchases, negotiate/establish service contracts
-Oversee information and communications technology operations
-Occasional production work to cover events for other staff
-Develop services and activities to meet community needs.
-Other duties as needed and as directed by the Board of Directors.
Required Qualifications
-Education:
A Bachelor’s degree and a minimum of four years of supervisory, managerial or administrative experience, preferably in the field of community
access, non-profits, the arts, public administration or related fields.
-Demonstrated experience with budget development, management and accountability.
-Demonstrated personnel management experience including responsibility for hiring and firing.
-Successful fundraising experience
Desirable Qualifications
-Experience in community access television, including production, regulations, procedures, facilities, equipment, training, channels and
viewership promotion.
-Experience in marketing and public relations, as well as working with local governments and community organizations.
-Experience working with a volunteer board of directors and with a variety of committees and individuals.
-Experience working with elected officials and government officials.
Desired Skills
-Ability to develop and manage a fundraising program, including, but not limited to, successful grant writing.
-Ability to outreach and work with diverse groups, individuals and ideas and develop and coordinate an active volunteer program.
-Oral and written communication skills that exhibit an ability to make presentations to government, community and business organizations.
-Enthusiasm, vision, and flexibility to deal with changing conditions and attentive to detail.
-Self-confidence and sound judgment sufficient to handle challenges.
Job title: Executive Director
Job status: Full-time, exempt (not eligible for overtime)
Compensation: $55,000 - $70,000 DOE
Benefits: Vacation, Sick Days, 2 Personal Days, 14 paid holidays, Health Insurance (85% paid), Dental & Vision Insurance (100% paid), State Retirement (OPERS).
Conditions of employment: background check and driving record check
Work location: 2086 Waycross Road, Forest Park, OH 45240 (primary); Various locations around town as needed.
Work hours: 40 hours/week expected. Regular schedule with some flexibility required. Some occassional weekend work may be necessary
Expected start date: October 16, 2023
